I don’t feel like reading the whole article because that section looks pretty clueless.

The actual argument socialists have is that charity doesn’t do ENOUGH and the rich have exploited it terribly.

Basically, charity among the rich under capitalism is profit motivated. That means these feel-good PR stunts aren’t actually solving wider issues. They also use it to get away with things they’d otherwise be criticized for.
