Azshara is going to be a big raid boss in BFA and she will probably have multiple fight phases in which her form changes. These are also still-frames of a model that doesn’t have it’s final animations and spell effects yet, so I wouldn’t say Blizz forgot anything just yet.
Her model is likely an incomplete portrait of what we’ll see when the fight is finally live. I’m willing to bet she gets a more monstrous form in mythic with MORE FIN ACTION.
